An issue is an actual or potential incident, event or series of events, either internal or external to an organization, that may undermine, cause damage to, or lead to public concern with regards to a policy, program, service, law, activity, person or organization.

When dealing with an issue, an organization must take action to effectively address any related problems to minimize the chances of the issue escalating into a crisis, while proactively keeping the public informed of its actions in a timely and accurate manner.
